Multi dwelling housing is where planning controls start to bite: floor space ratio, site coverage, landscaped area, deep soil, communal open space, parking rates, solar access to every unit and the privacy of every neighbour. The margin for error is small and councils assess these applications closely.

URBA tests yield against the controls before the design is committed, then prepares the SEE and supporting planning documents for lodgement. In R2, R3 and R4 zones near nominated centres, the low and mid-rise housing reforms that commenced in February 2025 opened new options for terraces, townhouses and manor houses; we advise where those provisions apply and where the LEP still governs.

What is the difference between multi dwelling housing and a residential flat building?

Multi dwelling housing means three or more dwellings on one lot with each dwelling having access at ground level, such as townhouses and villas. A residential flat building has dwellings stacked over each other with shared access. The zone and LEP decide which is permissible.

What FSR applies to townhouses?

The LEP floor space ratio map sets it for each site and it varies widely, from 0.5:1 in low density areas to 1:1 or more near centres. The low and mid-rise reforms introduced their own standards near nominated centres. We confirm the applicable figure for your site.

Do townhouse DAs go to a planning panel?

Only where the capital investment value or other referral criteria are met, or where the number of objections triggers referral under the council's policy. Most small townhouse DAs are determined under delegation.
